Why is it that uptill now the Niger Delta has not got it right?

What is truly the problem of the Niger Delta region and the people of the Niger Delta?

The Underdevelopment of Niger Delta Region: Who is to BLAME; Is it the International Oil Companies (IOCs) operating in the region? The government (federal and state)?

What about the leadership of the host communities, who in most cases allowed themselves to be manipulated by the operators, are they free of blames?
