How Otuaro Reinstated the PAP Scholarship Scheme for Niger Delta Students

In less than a year as Administrator of the Presidential Amnesty Programme (PAP), High Chief Dennis Otuaro, PhD, has swiftly turned his words into action, demonstrating what true leadership in the Niger Delta looks like. His focus on human capital development has resulted in over 1,700 PAP scholarship beneficiaries now enrolled in universities across Nigeria, restoring the dreams of many young people whose education had been put on hold. Through strategic efforts and unwavering commitment, Otuaro has proven that leadership goes beyond holding a title—it’s about driving meaningful change for the people.

Since assuming office on March 18, 2024, following his appointment by President Bola Ahmed Tinubu, Otuaro has demonstrated a rare sense of purpose and commitment. His first words as Administrator were not those of self-congratulation but of responsibility. He acknowledged the weight of his new position and called for collective effort to move the programme forward. In his own words:

“I need everybody’s cooperation here to take this programme to greatness. My appeal here is as from today we should back the crowd and face the job. I need everyone’s cooperation so we don’t disappoint the President, the NSA, the people of the Niger Delta, and Nigeria as a whole. I believe in this country. Everything about me is in this country and it is also in the Niger Delta. This assignment is for our people, for the country, and for humanity. We are bringing the programme closer to the people.”

These were not empty words. From day one, Otuaro hit the ground running. His first task was to engage with key stakeholders—ex-agitators, traditional rulers, youth leaders, and community representatives—to chart a new course for the PAP. He understood that for the programme to succeed, it had to align with the needs and aspirations of the people.

One of the most significant challenges he faced was the suspension of the PAP scholarship scheme, which had been put on hold by his predecessor, Major General Barry Ndiomu (retd.), in January 2023. Ndiomu had justified this decision by citing rising tuition costs, which had reportedly surpassed N7 billion per session. However, the suspension left thousands of young Niger Deltans stranded, their academic futures uncertain. Despite public outcry and numerous calls from media outlets, including GbaramatuVoice, the previous administration refused to reinstate the scholarships.

Otuaro, however, saw the bigger picture. He knew that education was not just a benefit of the Amnesty Programme but a fundamental right that could transform the region. Recognizing this, he wasted no time in reinstating the scholarship scheme, ensuring that deserving students were selected through a transparent and merit-based process. The result was historic: by the 2024/2025 academic session, 1,700 students were back in school, their dreams restored.

At the orientation programme for the newly enrolled beneficiaries in Warri in December 2024, Otuaro reaffirmed his commitment to ensuring that the PAP scholarship scheme remained a cornerstone of his administration. He emphasized that education was the key to unlocking the full potential of the Niger Delta youth and that under his watch, no deserving student would be denied the opportunity to further their education.

“By sponsoring you for undergraduate studies, the PAP has taken a bold step to strategically deepen the Niger Delta formal education trajectory, bridging the human capital development gap and fostering the region’s socio-economic growth. This is my desire and vision for our people,” he declared.

But beyond just reinstating the scholarship programme, Otuaro has also ensured that beneficiaries receive the necessary support to excel. He has personally visited universities across Nigeria to assess the conditions under which PAP-sponsored students are studying. His administration has also streamlined processes within the PAP to eliminate bottlenecks and inefficiencies, ensuring that funds are properly allocated and utilized for the benefit of the people.

His leadership has brought a renewed sense of hope to the region. For years, the Amnesty Programme was plagued by allegations of mismanagement and lack of transparency. Otuaro’s administration has changed that narrative, demonstrating that the programme can indeed serve its intended purpose when placed in the right hands. His insistence on accountability and fairness has restored confidence in the PAP, proving that it is not just a government initiative but a lifeline for thousands of young Niger Deltans.

Eleven months into his tenure, the results are evident. The Niger Delta is witnessing a transformation driven by education, empowerment, and strategic leadership. Otuaro’s approach has not only revitalized the PAP but has also set a new standard for governance in the region. His ability to turn promises into tangible results has distinguished him as a leader of vision and integrity.

As we look ahead, one thing is certain: the Niger Delta has found in High Chief Dennis Otuaro a leader who understands the struggles of his people and is committed to addressing them.
