It was a homecoming filled with emotion, hope, and renewed commitment as Dr. Dennis Otuaro, Coordinator of the Presidential Amnesty Programme (PAP), visited the Ovie of Idjerhe Kingdom, His Royal Majesty King Obukohwo Monday Arthur Whiskey JP, Udurhie I.

In the presence of royal fathers and community leaders, Dr. Otuaro declared that the amnesty initiative must go beyond former agitators and speak to the soul of the entire Niger Delta. “Everyone here has paid the price of the struggle. This programme must now serve all,” he said.

He announced a major leap in university scholarship figures—from 180 to 3,170—and promised empowerment for 3,000 women before July. “We’re moving from handouts to real human capital,” he told the cheering crowd.

The Ovie of Idjerhe praised Otuaro as “one of our own,” urging the Federal Government to revive the abandoned Jesse fire disaster hospital, a lingering symbol of past tragedy.

The colourful gathering attracted several monarchs:
HRM Evang. Prof. W.O. Oharisi III of Ughelli,
HRM Noble Eshemitan Orefe III of Oghara,
HRM Sunday Okpurhe Uduaka I of Mosogar,
alongside the royal fathers of Ogor, Agbarah-Warri, and Aravwarien Kingdoms.
